European Court of Justice Declassifies Titanium Dioxide Powder, China's NMPA Announces 2025 Cosmetic Standards Project Plan

EU Court of Justice Confirms Declassification of Titanium Dioxide Powder

On 1st August 2025, the Court of Justice of the European Union upheld the annulment of the classification of titanium dioxide in certain powder forms as a category 2 carcinogen by inhalation. In 2019, the European Commission classified titanium dioxide powder (particle size ≤10 μm and concentration >1%) as a Category 2 (by inhalation) CMR (carcinogen, mutagen or toxic to reproduction) based on an Opinion by ECHA's RAC (Committee for Risk Assessment). Following this, multiple companies and some industry associations challenged the classification before the General Court, resulting in the Court's annulment of the classification in 2022.

The Court of Justice of the EU has now upheld the 2022 decision of the General Court, dismissing appeals from the European Commission and the French Republic.

China's NMPA Proposes 2025 Cosmetics Standards Project Plan

On 30th July 2025, China's NMPA (National Medicinal Products Administration) proposed a project plan proposing 34 cosmetics standard formulation and revision projects.

Korean MFDS Repeals Government Certification System for Natural and Ogranic Cosmetics

On 1st August 2025, Korea's Ministry of Food and Drug Safety released a notice abolishing the government-led certification of natural and organic cosmetics, pursuant to amendments to the Cosmetics Act on 31st January 2025.
