California Introduces Musk Reduction Act
On 7th October 2025, California signed a state law prohibiting/restricting specific musk ingredients for sale in cosmetic products. Assembly Bill 60, also known as the 'Musk Reduction Act', will prohibit the following substances for use in cosmetic products starting 1st January 2027:
- Musk ambrette (CAS 83-66-9)
- Musk tibetene (CAS 145-39-1)
- Musk moskene (CAS 116-66-5)
- Musk xylene (CAS 81-15-2)
Additionally, musk ketone (CAS 81-14-1) will be permitted only up to certain concentrations.

India Unveils New Drugs, Medical Devices and Cosmetics Act, 2025
On 15th October 2025, the Indian government announced the introduction of the 'Drugs, Medical Devices and Cosmetics Act, 2025', to replace the Drugs and Cosmetics Act of 1940. The new law aims to strengthen oversight of pharmaceuticals, cosmetics, and medical devices by granting the Central Drugs Standard Control Organisation (CDSCO) direct statutory powers for surveillance, quality control, and enforcement. The draft bill is expected to be tabled in Parliament during the winter 2025 session.
China's NIFDC Adds New Ingredients to Inventory, Solicits Opinions on New Standards
On 14th October 2025, China's NIFDC released a notice soliciting opinions on six new draft cosmetic standards with a deadline of 7th November 2025 for comments:
1. 90-Day Oral Toxicity Test Method (Draft for Comment) and Drafting Instructions
2. 90-Day Dermal Toxicity Test Method (Draft for Comment) and Drafting Instructions
3. Bacterial Reverse Mutation Test Method (Draft for Comment) and Drafting Instructions
4. "In Vitro Mammalian Cell Chromosome Aberration Test Method (Draft for Comments)" and Drafting Instructions
5. General Rules for Cosmetic Product Standards (Draft for Comment) and Drafting Instructions
6. Technical Guidelines for the Purpose of Cosmetic Ingredients (Draft for Comment) and Drafting Instructions

Three New Ingredients Added to IECIC II
On 20th October 2025, China's NIFDC announced changes to the IECIC. Three new cosmetic ingredients - lauroyl alanine, polymethylsilsesquioxane/trimethylsiloxysilicate, and bis-cetearyl amodimethicone - have completed their three-year safety monitoring period and have been added to the Inventory of Existing Cosmetic Ingredients in China.
