UAE Proposes Control Scheme of Cosmetics and Personal Care Products
On 13th August 2025, the United Arab Emirates notified the WTO (World Trade Organisation) of the proposed UAE Control Scheme of Cosmetics and Personal Care Products. This Resolution, which institutes a regulatory framework for cosmetic products in the UAE, will be published in the Official Gazette and shall come into force on its date of publication.

Korea Amends Guideline for Labeling of Cosmetic Products
On 14th August 2025, Korea's MFDS (Ministry of Food and Drug Safety) published an amended Guideline for the Labeling of Cosmetic Products, following the abolition of the government certification system for natural and organic cosmetics. Companies may now self-certify for natural and organic cosmetics, providing they meet standards set out in the Guidline. Ingredient thresholds align with ISO 16128 - reuquiring at least 95% natural raw material content for 'Natural' cosmetics, and at least 10% organic raw material and ≥ 95% natural raw material content for 'Organic' cosmetics.

China Implements 2025 Cosmetics Standards Project Plan
On 21st August 2025, China's NIFDC (National Institutes for Food and Drug Control) announced the implementation of the 2025 Cosmetic Standards Project Plan, after having previously released a draft version.

Health Canada Updates Hotlist and Opens Consultation on Human-Derived Exosomes, etc.
On 14th August, the entries on Health Canada's Cosmetic Ingredient Hotlist for Cannabis-derived ingredients were updated to reflect recent changes to the Cannabis Act and associated regulations.
A consultation was also opened on the classification of topical products containing human-derived exosomes, human extracellular vesicles, and/or human cell-conditioned media. The consultation is open until 28th October 2025.
