China NIFDC Drafts Three Cosmetics Standards and Six Guiding Principles
On 30th July 2025, the China National Institute for Inspection and Quarantine (NIFDC) released an announcement soliciting public opinions on three cosmetics standards:
- "Test Method for Diethylene Glycol in Cosmetics (Draft for Comments)"
- "Testing Methods for 23 Ingredients Including Procaine in Cosmetics (Draft for Comment)"
- "Test Methods for 129 Ingredients Including 16α-Hydroxyprednisolone in Cosmetics (Draft for Comments)"

On 31st July 2025, the NIFDC published a notice on six Guiding Principles drafted by the Cosmetics Supervision Department of the NMPA (National Medical Products Association) aiming to further standardise the research and evaluation of hair dye, perm and sunscreen cosmetics. Public feedback is now being sought on the six guidelines.

Australia’s TGA Consults on Sunscreen Ingredients
On 8th July 2025, Australia’s TGA (Therapeutic Goods Administration) announced its consultation on additional controls for some sunscreen ingredients. The proposals would amend the Poisons Standard regarding two sunscreen ingredients - homosalate (CAS 118-56-9) and oxybenzone (AKA benzophenone-3, CAS 131-57-7) - and one impurity/degradant - benzophenone (119-61-9). Public comments are sought until 12th August 2025 and will be considered at the joint meeting of the Advisory Committee on Medicines Scheduling (ACMS) and the Advisory Committee on Chemicals Scheduling (ACCS) in September 2025.

GB Benzophenone-3 Restrictions Updated
On 21st July 2025, The Cosmetic Products (Restriction of Chemical Substances) (No. 2) Regulations 2025 were laid before UK Parliament, amending the requirements for benzophenone-3 (CAS 131-57-7). The Regulations will enter into force on 21st January 2026. The initial notification to the WTO (World Trade Organisation) was reported here.

EU Drafts Amendments to (EC) 1223/2009, 'Cosmetic Products Regulation'
On 16th July 2025, the European Union notified the WTO of a Draft Commission Regulation amending Regulation (EC) No 1223/2009 of the European Parliament and of the Council as regards the use of Benzyl Salicylate, Triphenyl Phosphate, Ammonium Silver Zinc Aluminium Silicate, Aluminium, water-soluble zinc salts, Acetylated Vetiver Oil, Citral, HC Blue No. 18, HC Red No. 18, HC Yellow No. 16, Hydroxypropyl p-phenylenediamine and its dihydrochloride salt, and DHHB in cosmetic products. Restrictions on the substances are proposed to be amended based on the latest scientific opinions by the SCCS (Scientific Committee on Consumer Safety).
