EU - SCCS Preliminary Opinion on Benzophenone-2 and Benzophenone-5

On 22nd April 2025, the EU’s SCCS (Scientific Committee on Consumer Safety) published a Preliminary Opinion on Benzophenone-2 and Benzophenone-5, with a comment period running until 17th June 2025. Both substances have previously been found to be potential endocrine disruptors. The Opinion found that Benzophenone-2 may pose a risk to consumers when included in cosmetic formulations due to indications for genotoxicity and endocrine activity. Additionally, Benzophenone-5 was found to be safe for use as a UV filter in cosmetics with a maximum concentration of 5%, using a read-across approach to Benzophenone-4.

New Mexico Signs PFAS Ban Into Law

On 8th April 2025, New Mexico signed into law a comprehensive ban on the use of intentionally added per- and polyfluoroalkyl substances in consumer and commercial products. The Per- and Polyfluoroalkyl Substances (PFAS) Protection Act, or House Bill 212, will phase out the use of PFAS from 1st January 2027, with a comprehensive ban being achieved by 1st January 2032. The ban will explicitly cover cosmetics from 1st January 2028.

China - NIFDC Publishes ‘Information on the Use of Some Ingredients Included in the International Cosmetic Safety Assessment Data Index’

On 10th April 2025, China’s NIFDC (National Institutes for Food and Drug Control) released ‘Information on the Use of Some Ingredients Included in the International Cosmetic Safety Assessment Data Index.’ This document aims to enhance the reference data available for safety assessments on cosmetic ingredients, with safety data available for 999 ingredients already included in the International Cosmetic Safety Assessment Data Index.

China - NMPA Publishes ‘Measures for the Monitoring and Evaluation of Cosmetic Safety Risks’

On 9th April 2025, China’s NMPA released the finalised version of the ‘Measures for the Monitoring and Evaluation of Cosmetic Safety Risks’ which will come into force on 1st August 2025. The Measures aim to strengthen the supervision and administration of cosmetics and standardise the work of cosmetic safety risk monitoring and evaluation.
